Reviewer's Guide
Introduces a new GitHub Actions workflow that automates Docker image building, tagging, caching, pushing, and cosign signing via Buildx, metadata-action, and sigstore tools, with scheduled, push, and pull request triggers and conditional steps for PR vs non-PR runs.
