feat(native): Support Arm64

Currently, the native docker image only runs on x86_64. However, switching to paketo-buildpacks/builder-jammy-java-tiny would allow building for both arm64 and x64_64.

The builder was switched in 7fa1416 but i'll leave this open since the build pipeline currently only builds for x86_64.
