Civilian Loadouts Don't Work Properly

Issue Summary:

If you load in as a Civilian, you don't spawn with your proper loadout. Empty slots seem to fill, but then you get things that aren't on there and miss some things that are.

Reproduction Steps:

1. Make a Loadout
2. Join as Civilian
3. Notice half your stuff is missing.

I notice u included the drive 1 screenshot - perhaps ur looking for the drivers license? for that, u need to change ur country of origin to USA

everything else is unintended and will be fixed, the clothes stuff is from my pr reintroducing vampire clothes instead of the gray jumpsuits, and im pretty sure the wallet code only looks for if an ID card is placed in ur ID slot for it to be placed there and be filled with all the valid items, can fix
