A different piece of NV41PZ with v1.8.0-rc8 passes the test, so there's a big chance it's not a firmware issue

Looks like it's the same as

• TpmReady is False on Windows - VP2420, v1.2.0 #740
• Incorrect output after command get-tpm on Windows 11 vp46xx v1.0.16 #162

Seems like it has to do with whether Windows takes ownership of the TPM or not? I'll try the steps suggested in the previous issues and see if it becomes Ready

Yup, this has to do with OS ownership of the TPM, it doesn't depend on firmware. The cause was most likely that Ubuntu had taken ownership of TPM prior to Windows in the tpm2-commands test suite. What I did was:

PS C:\Users\user> Initialize-Tpm

TpmReady : False 
RestartRequired : False 
ShutdownRequired : False 
ClearRequired : True 
PhysicalPresenceRequired : True

Then rebooted, and cleared the TPM from UEFI Setup Menu. After another reboot:

PS C:\Users\user> Get-Tpm


TpmPresent                : True
TpmReady                  : True
TpmEnabled                : True
TpmActivated              : True
TpmOwned                  : True
