TOTP cannot be unsealed from the TPM

I updated Qubes and tried to update the checksums, but it didn’t work. It showed the error:
ERROR: Unable to unseal HOTP secret; press Enter to continue.

I also tried resetting the TPM, but it’s still not possible to unseal the TOTP secret from the TPM. After that, a red menu pops up saying “TOTP generation failed.”

What do I need to do to fix this?

It looks like it started working after I turned the computer off.
