Adding verification of ME region presence to rte flash sub-command.

We should add flash image completion check to rte ... flash sub-command. There may be additional option, to treat check result as either warning or command failure. This would prevent in most common scenarios against platform bricks, caused by mismatch between contents of ME region and rest of the image. This functionality should be independent from platform flashing method. Some extensions to provided robot APIs may be required.

Implementation proposal: independent script written in python plus osfv_cli wrapping (flash write command + new flash check command).
