Edit and filter by labels

Today, in the list view for Job Manager, one can't have a column with labels that are both editable & filterable -- the UX for it doesn't really exist.

It's an either/or event for now -- labels can either be filterable:
ie Workflow Name

Or editable:
ie comments

For editable labels, find the appropriate UX to be able to filter by them as well.
