Update one-pipeline.locked.yml (#10201)

`dd-trace-rb` had issues with the `update-supported-in` CI job in their last release. Fixes were made by the Capabilities team since, and this PR updates the `one-pipeline.yml` to prevent the same issue occurring in the next dd-trace-java release.
