chore(ci): moto package drops and delete all versions <= 1.0 [backport 1.18] (#7408)

Backport 9e62cc3 from #7302 to 1.18.

Dropping some tests that are using `moto` because that package drops all
version older than 1.0 (https://pypi.org/project/moto/#history). With
that, this PR fix CI error on backports from 1.17 and olders
