fix: ddtrace.contrib.botocore.services module by adding a __init__.py file [backport 2.7] (#8771)

Backport d8ebea7 from #8767 to 2.7.

Fixes an issue where importing `ddtrace.contrib.botocore.services` would
fail raising an `ImportError`
