ci: use "release/v1" tag for gh-action-pypi-publish [backport 1.17] (#6484)

Backport ba244fa from #6456 to 1.17.

As advised in
https://github.com/pypa/gh-action-pypi-publish/blob/unstable/v1/README.md#-master-branch-sunset-

The "master" branch still exists but is not maintained anymore (at the
time of writing, 112 commits behind release/v1)
