Upgrade Temurin 17 LTS to 21/25

Here is Matt's comment on slack:
I noticed in the release notes that you bumped the Eclipse Temurin to the most recent version of the 17 series, which is great. I wanted to point out that Temurin 17 LTS has an end-of-life date of 31 Oct 2027 (see https://endoflife.date/eclipse-temurin). So, while not critical, we are heading into the home stretch with Java 17 and should be thinking about moving at least to LTS Temurin 21 (or 25) sometime over the next year for all of our Java products.

To Do:

• ensure the code can run on Java 25
• update the Dockerfile to use a Temurin 25 base image
