Create accessible citation queue #84
Description
It would be helpful to have a way to retrieve the registered citations so member nodes can watch the registrations as they come in and ensure they get successfully registered and ensure they are correct. Right now member nodes have to monitor the citation list on their metacatui profile, which misses citations that may have failed to save in the metrics database for whatever reason.
