[HB] Use INSPIRE data from geoportal

Bremen offers official geo data for the schools in Bremen and Bremerhaven through their geo portal.

We'll have to figure out how exactly to use it but in my testing ins QGIS the attribute table seems to be quite complete and by switching to this source, it will be possible for us to get official geo locations as well.
