From https://docs.github.com/en/copilot/github-copilot-chat/copilot-chat-in-ides/using-github-copilot-chat-in-your-ide?tool=vscode#set-up-a-new-project:

Use the /newNotebook slash command to set up a new Jupyter notebook. For example:

/newNotebook retrieve the titanic dataset and use Seaborn to plot the data

So, you do need to provide a few specifics to /NewNotebook
