Missing quotation marks?

Some opening quotation marks appear to be missing.

Example:

Another rich Jew present gave me a piece of unleavened bread. I left them, saying, I hope we shall bring no evil to Israel;" they replying, No; we hope you will bring much good."

Use of the keyboard hex character 22 for the "double quotation mark" is suboptimal.

Better to use the Unicode characters U+201C and U+201D for “left and right” quotation marks respectively.
