Create workflow to automatically close issues created by non-contributors.

We want to reduce the amount of end-user issues in this repo.

The issues created by the workflows will serve as a way for users to react with emojis (i.e: 'works for me', 'doesn't work'), and allowing contributors (i.e, previous PRs) to work undistracted.
