feat: Add full PAT guidance, web interface, and script integration

- Created full-featured web interface (HTML/CSS/JS) for GitHub language stats
- Implemented Chart.js usage chart with responsive canvas
- Added centered badge section with project metadata
- Improved PAT.md with complete instructions, best practices, and security notes
- Linked main README to docs/PAT.md, docs/Python.md, and docs/Web.md
- Added colorlog-based logging to Python script for better UX
- Support for optional PAT input both in CLI and browser with fallback behavior
