Add a warning when old databases are not compatible #966

We need to add a warning that old databases are not compatible, it will say 'please use an older version of FloodAdapt' - best would be to specify which version
- In front end, check where we read database metadata (version)
- In database builder, add the version of FloodAdapt for which the database is made
