DWO-1251: Front-end enable permissions in Web OC GUI #1799

A new endpoint will be introduced to request (1) which permissions exist in the system and (2) which permissions a user has. The idea is to display all permissions in the system in the user menu at the top right in Web OC, and then allow the logged-in user to disable one or more permissions for themselves.
