Enable translating "read only" strings

Description of problem:
Six strings at the translation platform Hosted Weblate cannot be translated because they are marked as read only.

Proposed solution:
Please enable translating the six strings which are marked as read only:

@milotype these strings were actually marked as non-translatable by intension. They are also tagged as translatable="false" in the English strings file:

The first two are the title of the app in the launcher and the other one the one in the header area when opening the app (main screen). I don't think it makes sense to translate them, do you?
The remaining four are actually just from the what's new screen shown only for users updating from an older version. These strings will be replaced each time I add a bigger feature I want to promote there to raise awareness. I'll change these strings pretty close before doing the release so most likely they won't be translated yet anyway, which is the reason I marked them as not translatable. There's a small bug in the implementation where this is also shown to users which do a fresh installation of the app, but that wasn't by intention. As I expect most or all users have already updated to v0.18.0, which got released in August last year I do not think it's worth it to still translate them.

What is the reason for not translating the strings Expenses and Recurring Expense Tracker by intension?

IMO, if you target international public as well, it would be good to enable translations for:

• <string name="app_name" translatable="false">Expenses</string>
• <string name="home_title" translatable="false">Recurring Expense Tracker</string>

It might raise some eyebrows of existing users, but the earlier you implement the translations, the less problems current/new users will have ...

I agree that the "Whats new" strings don't need to be translated.
