[Bug] Issues with Spanish Translations

Description

Spanish Translations for Policy Content are not loading appropriately despite data-es existing

Steps to Reproduce

1. Go to Homepage
2. Navigate to any policy page
3. Click the ES button in upper right, headers and footers will translate but content in policy will not

Expected Behavior

Policy content section should also translate

Actual Behavior

Policy content remains in English, in spite of working approximately 10 updates ago.

Environment

• Browser: Chrome
• Device (desktop/mobile): Desktop
• URL where the issue occurs: Any policy pages
