[Global Bias] Add a climatology only option in CLI

The actual CLI for global biases does not suite the possibility of evaluating only the climatology for post processing of data.

I'd like to have this possibility, idk what could be the best implementation since without reference the plot will be not created, so maybe an ad-hoc cli may be needed instead of modifying the biases one
