switch CI to something other than github actions #328
Description
github actions forces you to update actions that you depend on at gunpoint, intentionally breaking CI configs that were working just fine, completely defeating the purpose of pinning dependencies.
of course it's never as simple as just changing the number. doing so broke other steps in my CI that i'm forced to waste my time fixing this right now when i had no intention of touching this stuff at all and have more important things to work on:
this is completely unacceptable. CI is something that i should be able to just set up and leave as-is until i need to change something. need to switch to some other CI provider
