Create POST API for Facility

Create a basic POST API endpoint for Facility.

Must supply the following data:

Beds
ICU bed count
Isolation bed count
Ward bed count
Equipments
Ventillator count

@renesansz No need for Facility metadata? Like the name, location, etc.
