ci: adding release-please (#18)

Using the release process from Google's release-please tooling and workflow.
Google's release-please opens a release pull request, which automates CHANGELOG
generation and version bumps, by parsing git history for Conventional Commit
messages. Upon merging the release pull request a new release is created.
