[lit] [SPIRV] Convert validation related test to lit FileCheck test (microsoft#5643)

2 commits.
1 move the files and 1 update test to lit FileCheck test.

All tests with validation disabled and called
setBeforeHLSLLegalization(); are moved.

vk.attribute.image-format.arrays.hlsl can pass without disable
validation, just leave it this time with validation enabled.
