Web UI: jobs "enabled" checkbox should not reset when arranging jobs

Steps to reproduce:
Discover jobs from CI server.
Arrange a few jobs by dragging them.
Enable some jobs by clicking the checkboxes.
Arrange another job and all the checkboxes are reset back to "disabled" state.
