Are pharmacies and doctors able to issue recovery certificates?

I am in contact with a Twitter user, who lives in Dortmund and she says that she couldn't find one pharmacy issuing recovery certificates, according to her they only offer vaccination certificates after recovery.

Now my question is: Are all pharmacies and doctors who have access to the certification portal (issuing vaccination certificates) also able to issue recovery certificate? Is the option hidden or is is easy to access it?

And finally, community power, does someone know where you can get a recovery certificate in Dortmund?

Adding here, the Gesundheitsamt from Bautzen writes on the 13.07.: "[...] das RKI-Zertifikat für Genesenen ist noch nicht verfügbar.[...]"

The FAQ entry "Ich war an COVID-19 erkrankt und bin genesen. Wie kann ich einen vollständigen Immunschutz nachweisen?" says:

[…] Das Genesenenzertifikat erhalten Sie nur in Arztpraxen. […]
