Expand labeling of OBO classes & properties

Update label_properties() to:

• Handle CURIEs without 'obo:' prefix.

• Get properties directly from file when used within format_axioms().
• [Possibly] Change output from 'NS:label' to 'label (CURIE)'.

• Make it possible to replace class IDs with labels (does this already exist?)

label_properties() is used within format_axiom() to replace obo: IDs with their labels. format_axiom() converts logical axioms in OWL functional syntax (e.g. doid-edit.owl) into a Manchester like format.

extract_obo_anon() was added to extract logical axioms for curation templates and uses ROBOT. I'm not sure that precludes the need for these functions, particularly since fomat_axiom() can "generify" OBO IDs and label_properties() is replacing individual ID matches with a corresponding label, but maybe we should rethink how this is handled more generally in DO.utils to use a more standardized approach?
