Make PR to OBOFoundry/purl.obofoundry.org to enable url redirection

Get URI redirection working for PSDO

In order to have URIs resolve and redirect to term definitions, a PR needs to be made to create a corresponding psdo config in https://github.com/OBOFoundry/purl.obolibrary.org

Metadata is already on OBO

Currently the metadata for psdo is on obofoundry.org at psdo on obo. This was done on obofoundry metadata in PR #852

Static html "term browser" required

Ontobee does not index psdo terms. So a custom term browser will be requires per custom term browsers. In order to satisfy that, a static html file with fragments corresponding to the terms can be hosted using the github pages service.
