Create no-op causal pathway and ensure it accepts all candidates

The tailoring pipeline needs to support work that does not require selection of candidates due to only having one template.  For that application, think-pudding needs to be able to approve all candidates without regard to attributes.

Create a no-op causal pathway that approves all candidates.  Ensure that this functions as expected.
