Since the apple ecosystem is pretty locked, I was wondering if you needed to enroll in the Apple Developer Program and pay the 99 USD fee or can you do it without it? |

No way around it you have to pay Apple for the privilige. Personally I don't use iPhones so there is really not a good reason for me to pay the 100 a year to publish it on the Appstore. |

Yes, you can build a iOS release (.ipa) file without having a developer account. For signing (installing without sideload), and releasing it to the appstore you need a developer account. |
