Update Docker base images to latest version

We have them fixed to Alpine 3.16 due to nodejs/docker-node#1827. Once this is resolved, we should revert to latest version for security purposes.

I hate the OpenSSL project so much for the decency hell it created due to its awful maintenance and development.

And the node:20-alpine3.16 image uses a Node version that doesn't include features we use
