Measure with a label always present in final measures section even when never revealed/answered in form. #1098
Description
Current Behavior
If you have a form that contain a dynamic question (only revealed when certain conditions are met) but its measure has a label within it, the question will be revealed in the measure summary section even if it is never answered/seen by the user. On the other hand, if this measure does not have a label,
Expected Behavior
The dynamic question should only be revealed in the measures summary section if the user was able to see and answer it in the form. Thus the non-label would be preferable for both scenarios

- Select false for the two t/f questions
- submit the form
The dynamic question with the label will be present in the measure summary even when the user never seen or answered it.
