Reveal only latest editions of forms in upload page

Current Implementation and Limitations

Currently the upload data page shows all available forms for users to upload to. However this reveal multiple forms of the same name but different editions. It would be better if the upload page only showed users forms of the latest editions/ selected to be visible by the group manager.

Proposed Solution

Have the list of available instruments for the upload page follow the same rules as the administer instrument page. Where the the forms visible to the users in a group are selected by the group manager.

@joshunrau Just checked on my local instance with the most up to date version and it seems to work properly. This issue can be closed. Will have to update mouseODC to latest version however (1.8.3 -> 1.9.3)
