Allow for datahub export feature to gather data from INTERACTIVE type instruments

Current Implementation and Limitations

Currently the datahub export feature only allows data to be extrated from FORM type instruments.
It will not include data from interactive type instruments that is stored in the datahub.

Proposed Solution

Allow for the data to be extracted from the datahub from any kind of instrument, whether it is FORM type or INTERACTIVE type.

@joshunrau I did some digging into this issue, which arises from how to get the data within the exportRecords function within the instrument-records.service.ts file. When using an interactive instrument the data is not transferred to the computedMeasures variable, thus leaving the data returned as empty.
