Improve search feature in administer instrument #1134
Description
Current Implementation and Limitations
Currently the user can search for words in the title of the instrument. However in order to search for a instrument by tag the user has to use a separate dropdown button to do so.

Proposed Solution
Have the search feature go through all text. Whether its title or tags and find matches from both which will be displayed.
