Add the ability to delete/update subjects in ODC-CLI

Current Implementation and Limitations

Currently only instrument records can be update and deleted. It would be beneficial to have this feature work for subject too to deal with test data/ typos

This is potentially way more complicated than Instrument Records.

Yes it will be, we're now making it strictly deleting or finding a subject. As updating a subjects information would causing complications with the hashing. deleting a subject would also delete all the instrument records attached to it as well.
