Add Documentation on license rotation procedures

It would be helpful if the Duende documentation included a section explaining how to rotate a Duende IdentityServer license. Having official guidance would reduce confusion and ensure best practices are followed.

Suggested topics to Include:

• How license expiration and renewal work
• How to safely rotate a license without service disruption
• Whether the new license can be loaded dynamically or requires application restart
• Recommended operational procedures for production environments
• Any troubleshooting guidance

Thanks @flafarga for the suggestion! Looking at https://docs.duendesoftware.com/general/licensing/, would that be sufficient for your request? I believe most topics are covered there.

I’ve reviewed the page again, and yes, everything I needed is covered.
In particular, the clarification added in this change addresses exactly the part I was missing. I had checked the documentation before that update, which is why it wasn’t clear to me at the time.
