cpython crate deprecated, not compatible with python 3.12

The [cpython crate](https://github.com/dgrunwald/rust-cpython), which is currently being used for the python bindings, is not and probably will never be compatible with python 3.12 according to the README. It is recommended to switch to [PyO3](https://github.com/PyO3/pyo3) instead.
