APL Line Editor is not tradfn specific!

Move the [Line Editor](https://docs.dyalog.com/20.0/programming-reference-guide/defined-functions-and-operators/traditional-functions-and-operators/apl-line-editor/) informaiton to the top level (will require some rewriting to retain tradfn-specific information in this section).
