Reharmonise studies with incorrect coordinate system values

There are a number of studies with a high dropping rate in the harmonised summary statistics because the coordinate system (i.e. 1-based or 0-based) is incorrectly annotated in the metadata.

We have identified ~50 studies that are affected. GCST90428399–GCST90428438

Required steps:

• updated MongoDB with correct coordinate system
• regenerate the yaml file
• reharmonise the sumstats files

1. Updated the coordinate system to 1-based in the MongoDB
2. Regenerated the yaml files and now in the dev staging folder. Waiting for it to be synced to the ftp staging
   will trigger the reharmonisation with Ben together.

Reset the harmonisation status for GCST90428400-GCST90428435

I restarted, but the files are on the '/nfs' now and cannot be queued correctly since the harmonisation queue is looking for the file based on the GCST on the /lts now but all of them are missing yaml file.
