Validation issue on comment dialog

Validation on add comment dialog is not working

To Reproduce
Steps to reproduce the behavior:

1. Go to Election approval
2. Click on Approved elections tab
3. Click on view button of one of the list item
4. Scroll down to the bottom and click on Reject button
5. click on Save button on add comment dialog without adding a comment

Expected behavior
Comment should be required
