Test Improvement - Backend system tests are too slow

The backend system_tests folder is now running very slowly compared to before, particularly around `cams_grib_cache_test` and `forecast_calibration_test`

This ticket is to investigate and improve. One theory is to do with the introduction of the method to fill in gaps in the data might be causing the tests to request too much data
