prevent building something again in the same PR / use `rebuild` instead

It might happen that something is rebuilt by accident by using `bot: build ...` (eg. copying from an earlier PR or comment).

This could be checked when a `build` command is processed. To allow rebuilding (eg. after some code update) one might implement a new command `bot: rebuild FILTERs` which would bypass the check.
