[Explanation] Main Topic sometimes not set?

Should there (theoretically) always be a main topic? Specifically I stumbled across this paragraph:

Admitteltly this is not a relevant paragraph for the eexcess use cases, but I was wondering if it points toward a potential bug in the algorithm.

In this case, keywords are extracted client-side, not via Doser. For the client-side extraction, no main topic detection is in place, but an issue has been created for it (EEXCESS/c4#22).
