Include NIR band (b08) from r10m to r20m and r60m

For some reasons, the EOPF CPM creates r20m and r60m resolution group without the nir band (b08). This lack of lower resolution of a very used band is downgrading considerably the performance of many visualization use cases. During the conversion process, we will downsample the b08 from 10m to include it to r20m and r60m.
