Port `fusets_mogpr` UDFs to python 3.11

per https://github.com/eu-cdse/openeo-cdse-infra/issues/767, the benchmarks fusets_mogpr was pinned down to python 3.8 with 6a70b01 and bc07762

These UDFs should be ported to python 3.11

FYI, in a python 3.11 env, the benchmark jobs were failing with

The UDF uses a fixed dependency zip, created for python 3.8, hence it fails on 3.11

Proposed solution: use mechanism to dynamically install fustets dependency.
Alternative: try to create a more minimal dependency zip, that doesn't have shapely included or other libs that are already in the environment and cause conflicts.
