project portal: describe post-project lifetime options

Project portal docs should describe the options post project lifetime.
Many finished ESA projects do keep their website alive, which makes sense if they achieved useful results.
A good default deletion date, like project end + 2 years would perhaps also be a sensible compromise, allowing us to correctly compute service costs.

Update from August 27th:

• legal / contractual aspects to be discussed with ESA
• transfer of results to ESA PRR
• potential procedure to ensure a "story" on esa.int

@JanssenBrm and ESA agreed that the APEx Project portals will be running as long as there is funding (mostly NoR).
Nevertheless:

• an ESA project Results will be on the ESA PRR
• an ESA Project Records in the APEx products catalogue: will also go to the ESA PRR
• APEx Algoritms Services Catalog TBD
